In order to give a big boost to the sales and usage of electric vehicles (EV) in Uttar Pradesh, the government of Chief Minister Yogi Adityanath has set targets and actions to convert vehicles used by all government departments to electric vehicles in phases by 2030, has directed various government departments to Electric vehicles can be purchased by nomination without bidding, and the cost of purchasing electric vehicles can exceed the maximum limit as required. By achieving this goal by 2030, Uttar Pradesh can become the first state in the country to have 100% electric vehicles in government departments, the government was informed through a press release.
Notably, to encourage electric vehicles in the state, the government notified the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy 2022 on October 14.
Accordingly, the government has provided three years of tax and registration fee waivers for the purchase of electric vehicles. Meanwhile, for the purchase of electric vehicles produced in the state, the exemption is valid for five years.
In an order issued by Chief Secretary Durga Shankar Mishra, all ministries and agencies under him have been directed to convert 100 percent of their vehicles to electric vehicles by 2030 under the Electric Vehicle Policy.
It was also said that electric cars should be purchased by nomination without tender and that the current cap on vehicles for official events should be relaxed.
According to an Uttar Pradesh transport ministry official, EV companies have not yet registered with GeM as government vehicles have so far been procured through tenders on the GeM portal. That is why it is stated in the policy that EVs can be purchased from government agencies such as Rajasthan Electronic Instruments Limited (REIL) and Energy Efficiency Services Limited (EESL) without requiring a tender for nomination.
At the same time, the government has also relaxed the ceiling on the maximum spending on car purchases, as electric vehicles are currently more expensive than gasoline and diesel vehicles.
The Chief Secretary also directed all ministries that EVs should also be included in the vehicle advances provided by the state government to employees working in the government sector.
In the meantime, it is said that the department should ensure that action is taken on this within the stipulated time. This step was also taken to encourage the purchase of electric vehicles.
It may be noted that all state governments make advance payments to their officers and employees for the purchase of motor vehicles, scooters or bicycles which must be returned within a specified time. This advance payment is stipulated separately for the purchase of a car, scooter or bicycle.
To promote electric vehicles in Uttar Pradesh, the Yogi government has decided to waive up to 100% road tax and registration fee exemption for three years.
The three-year calculation will begin on October 14, 2022
If a person buys an electric car manufactured by UP, he will receive rebates for up to five years.
The central government also offers discounts on electric vehicles.
State government rebates will be separate from central government subsidies.Prices of two-wheelers may be reduced due to central and state government exemptions ¥20,000 and the cost of the car is approx. ¥100,000.
According to UP’s government policy, a 15% subsidy will be given on the ex-factory price of electric vehicles.
Electric vehicle sales in the country are expected to grow over the remainder of the decade as infrastructure develops, incentives and the government rolls out new EV models. Additionally, two- and three-wheelers are likely to dominate the sale.
